US debit card foreign transaction fees

A debit card foreign transaction fee is a charge from the bank when the debit card is used in another currency or another country. It is not the credit card fee, and it is not the ATM owner's surcharge. This page is the percent, or the $0, each institution printed on 20 October 2026. Chase and Wells Fargo are left out because the pages opened for this guide did not print a debit card percent for them.

The percent each page prints

Opened 20 October 2026. Credit card percents are on foreign transaction fees by US card issuer. The US disclosure rule for credit cards is on foreign transaction fees explained. A Canadian debit cross border line is on what a cross border debit or FX fee line means. The line on your own statement is the one that counts. Upload it on the upload page. The PDF stays on your device. Expenvo lists the lines. It does not sign in to the bank.

Opened 20 October 2026. One named debit account per row. This is not a credit card table.
AccountFee the page printsWhat the same page also says
Ally Bank Spending AccountUp to 1%The Spending Account fee list prints international transactions up to 1%. The debit card agreement says an international transaction fee of up to 1% applies to a purchase, cash back, over the counter, or ATM transaction with a merchant or ATM operator outside the United States. Ally says it will not reimburse an exchange rate loss or a fee for using the card outside the United States.
USAA checking1%The checking page lists 1% of the US dollar amount for foreign transactions among its standard fees. The ATM page says a 1% foreign transaction fee may apply to international withdrawals, on top of the ATM rebate rules.
Schwab Bank Investor CheckingNo foreign transaction feeThe checking page disclosure says Schwab Bank does not assess foreign transaction fees to debit card holders. It still converts a foreign currency withdrawal or purchase to US dollars, and the bank, the network, or Visa may do that conversion. Dynamic currency conversion is excluded from the ATM rebate.
Fidelity Cash Management AccountNo foreign transaction feeThe overview says Fidelity does not charge foreign transaction fees. If you choose to pay a foreign debit card transaction in US dollars, the transaction may be processed at a rate different from the market exchange rate.
Capital One 360 CheckingNo foreign transaction feeThe 360 Checking FAQ says there are no fees to open, keep, or use the account, or for foreign transactions. It also says the owner of an out of network ATM may still charge. That owner fee is not this percent.

Three charges people mix up

The purchase or the cash you took is one amount. The bank's foreign transaction fee, when the page prints one, is another. The ATM owner's surcharge is a third, and a rebate of that surcharge is a fourth. Ally can charge up to 1% and also cap ATM reimbursements at $10 inside the US. Schwab can charge no foreign transaction fee and still rebate ATM cash withdrawals. Do not add those into one number unless the statement prints them as one line.

A merchant that asks to charge the purchase in US dollars before the bank converts it is dynamic currency conversion. That choice is on dynamic currency conversion. Chase's College Checking fee page says a foreign exchange rate adjustment from Chase may apply to a non US dollar ATM withdrawal, and it does not print the percent. This guide does not fill that gap.

Questions

Is a debit card foreign transaction fee the same as a credit card fee?
No. A debit fee comes out of the bank account. A credit card fee is on the card. The percent on a credit card page is not the percent on a debit card, even at the same company.
Does no foreign transaction fee mean an overseas ATM is free?
No. The ATM owner can still charge. Capital One says that on the 360 page. Schwab's rebate is a separate sentence from the $0 foreign transaction fee.
Why is Chase not in the table?
The Chase College Checking fee page says a foreign exchange rate adjustment may apply and does not print a percent. This guide does not copy a percent from another Chase product.
